Public health engineering is the building-services discipline concerned with water: bringing clean cold and hot water to every outlet in a building, and carrying waste water away again safely, quietly and reliably. The name is a survivor from an earlier era of engineering – it has nothing to do with hospitals or medicine. In practice it covers the incoming main, boosted and stored cold water, hot-water generation and secondary circulation, above-ground drainage and every sanitary connection hidden behind the finished bathrooms and kitchens.

These systems reward careful engineering precisely because they are taken for granted. A shower is judged in the first few seconds of every morning; a soil stack is judged at night, through a bedroom wall. Public health engineering covers a building's water supply, hot water, above-ground drainage and sanitary systems – the services that deliver clean water and remove waste water. AVC Integrations installs, tests and commissions these systems for prime residential and high-end commercial projects across London, working either to our own design or to a consultant's, from the incoming main through to technical handover.

The starting point

The problem: water and drainage decided too late

Water and drainage failures follow a familiar pattern on high-value projects. A top-floor shower disappoints because supply pressure was assumed rather than calculated. A soil stack ends up in the wall of a principal bedroom because the drainage route was fitted around a finished layout instead of shaping it. A plant room is sized for the day the equipment is delivered, not for the years it must be maintained. Long, little-used pipe runs create hygiene risks that no one considered because no one was asked to. None of these problems announce themselves on drawings – they surface after completion, when the remedy means opening up finished rooms.

Refurbishments raise the stakes further. Existing drainage dictates where new falls can realistically be achieved, the condition and capacity of the incoming main are often unknown, and the structure resists the gradients and routes a clean-sheet design would choose. Water is an unforgiving service: it always finds the weak point, and it does so on its own schedule. The reliable defence is engineering the system properly before anyone builds it.

How AVC works

We start with how the building will actually be used: the number of outlets, the pattern of occupancy and the realistic simultaneous demand. Flows and pressures are determined through calculation, and those results drive everything downstream – whether the mains supply needs boosting, how much cold-water storage is justified, how hot water is generated and how secondary circulation keeps every outlet running hot promptly. Hygiene is designed in from the outset: short dead legs, controlled temperatures and pipework layouts that avoid stagnation rather than manage it afterwards.

The second half of the discipline is physical. Drainage needs falls, falls need depth, and depth must be negotiated with the structure – so routes, gradients, riser positions and plant-room layouts are resolved in coordination with the design team before installation begins. Our own teams then install, pressure test, flush and commission the systems, and hand over with documentation that tells the maintainer exactly what was built and how to look after it.

The least forgiving services to move later

Of all the building services, water and drainage are the hardest to relocate once a building is finished – pipes need falls, stacks need continuity and every route is buried in structure or joinery. That is why the public health package is coordinated on drawings and in the model, interface by interface, while the design team still has room to respond.

Timing

Why early involvement matters

Almost everything that determines whether a public health system can be built well is fixed early: where the risers sit, how deep the floor zones are, where the incoming main enters and how much space the plant room is given. Drainage is the strictest constraint of all, because gravity is not negotiable – a stack in the wrong place, or a floor zone too shallow for the falls, forces compromises that no amount of good installation can recover.

Bring the public health engineering in while those decisions are still open and the systems disappear into the building as intended. AVC joins projects at concept stage, at detailed design or on site – but the earlier the conversation, the fewer the compromises and the smaller the bill for putting them right.

Frequently asked questions

What does public health engineering actually cover?+

It is the water side of building services: cold and hot water supply, boosted and stored water, secondary circulation, above-ground drainage, sanitary connections and the plant that serves them. Despite the name, it is not a medical discipline – the term dates from the era when clean water and proper drainage were the great public health achievements, and the discipline has kept it.

Will our project need boosted cold water?+

It depends on the mains pressure and flow available at the property, the height water must reach and how many outlets may run at once. On larger houses and lateral apartments the incoming main alone is often not enough, but that is a conclusion to reach through calculation, not assumption. Where boosting is needed, we design and install the booster set and any associated storage as part of the package.

How do you keep drainage quiet in a high-end home?+

Routing comes first: soil and waste stacks are kept away from bedrooms and quiet rooms wherever the layout allows, which is why we want to influence the drainage strategy early. Where a route through a sensitive area is unavoidable, we treat it with acoustic pipework, lagging and careful support detailing, and we keep access so the treatment does not make the system unmaintainable.

Can leak detection be built into the water system?+

Yes, and on prime projects we would argue it should be. Sensing at high-risk locations, automatic shut-off of the incoming supply and alerts through the building's control system can all be designed in from the start. Because AVC usually delivers the electrical and controls scope as well, the leak-detection wiring and integration arrive coordinated rather than bolted on.

How much space should we allow for a plant room?+

There is no standard answer – the space is driven by the storage, hot-water generation, boosting and water treatment the demand calculations call for, plus genuine maintenance access around all of it. What we can say with confidence is that plant rooms shrink under pressure from every other use of the floor area, so the allowance should be engineered and protected early, not negotiated at the end.

What happens at testing and commissioning?+

Pipework is pressure tested progressively during installation and again on completion, then the system is flushed and, where required, disinfected before use. Secondary circulation is balanced so hot water arrives promptly at every outlet, pumps and controls are proven against the design intent, and the results are recorded in the handover documentation alongside a demonstration for the client or their maintenance team.

Comfortably. We regularly install public health systems designed by others, contributing buildability reviews, installation drawings and coordination as part of the package. Where a project wants a single point of responsibility instead, our design team can carry the public health design as well – the two routes are set out under our design and consultancy services.
